ci: add stale author feedback issue workflow

Summary

• Add a scheduled workflow that closes issues labelled needs: author feedback after 30 days without a reply from the issue author.
• Remove the author-feedback label automatically when the issue author comments.

Resolves stale author-feedback issue handling.
