feat(imports): expose ExecutablesFromImports for external tools#406

Add a public pkg/imports wrapper over the internal fileparser so external tools (e.g. Mochi's discovery) can generate executables from an in-memory flow file's imports using Flow's own parser, rather than reimplementing it. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
