fix(docs): Guard localStorage access in TopNavClient and MobileSidebarNav

*This PR addresses a ReferenceError: Can't find variable: localStorage that occurred in environments where localStorage is not available or blocked (e.g., Safari with strict privacy settings).

The root cause was direct access to localStorage.getItem('active-platform') in src/components/TopNavClient.tsx and src/components/sidebar/MobileSidebarNav.tsx without checking for its existence.

The fix involves importing and utilizing the existing isLocalStorageAvailable() utility from sentry-docs/utils to guard all localStorage accesses in these two components. This ensures that localStorage is only accessed when it is defined, preventing the ReferenceError and improving the robustness of the documentation site across various browser configurations.*
