This version cherrypicks the following from v7

• fix(metro): vendor countLines from metro #5185
• fix(metro): Fixes Metro 0.83.2 breakages #5206
• fix(expo): broken envs load #5210
• Bumps Cocoa to 8.56.2 and cherrypicks the needed modifications from chore(deps): update Cocoa SDK to v8.55.1 #5036
• Ref(internal) do not use npm swiftlint. #5215 to fix the broken linter on CI
