This PR adds Step 29: Govern Agentic Workflows Across Your Organization — an enterprise-focused node that teaches organisation owners how to set Copilot model policies, enforce a minimum-permission baseline via a reusable caller workflow, and verify governance decisions in the audit trail. The node extends the open leaf at
28-orchestrate-workflows.mdand serves enterprise learners on GHES and GHEC, satisfying the enterprise tie-break rule. The README table is updated to reflect the new node.Warning
