Adds a maintenance and troubleshooting guide for the automated release notes system to aid in handoff and help reviewers and maintainers resolve common issues.

Details

• Created a new troubleshooting guide at .gemini/skills/docs-changelog/references/changelog-automation.md covering architecture, handling skipped minor versions, and fixing oversized PR generation.
• Updated the docs-changelog skill description to point to this new guide.
• Updated the .github/workflows/release-notes.yml GitHub Action so that any auto-generated changelog PRs will now include a direct link to the troubleshooting guide in their body.
