[codegen] Propagate ir_dump_path through v1.5 passes - #4641

The v1.5 pipeline generator accepted --ir_dump_path but did not propagate it to the block-conversion and post-block codegen pass options. As a result, codegen completed successfully without producing intermediate IR dumps. Forward the configured dump path to both pass pipelines and add regression tests covering each propagation point. Fixes google#4640
