2021 Linux & Windows CMake & C Cleanup

Hello,

• Updated the CMakeLists.txt to reference a math library for Linux since it wasn't building without it.
• Created a win64 source folder since a few library changes were needed for Windows64 to build.
• Added Github Actions to automatically build the Windows & Linux versions and upload them to the Releases area of a repo whenever a new Tag is pushed and applied to the repo.

TODO:

• Will add a few more arguments to handle the filter style, and utilize luminance instead of the R channel.
