fix(utils): preserve CSV fields and data URI contents - #10198
Fix CSV downloads losing content after a # and producing malformed rows when a field contains commas, quotes or line breaks.
csvDownload currently joins fields directly and applies encodeURI to the complete data URL. A label such as Build #42 becomes a URL fragment, so the downloaded API-token export stops before subsequent columns, including the secret key. Commas and newlines in labels or descriptions also change the CSV structure.
This change quotes fields containing commas, quotes, CR or LF, doubles embedded quotes, and applies encodeURIComponent only to the CSV payload. It preserves the helper's existing API and adds ten regression tests using synthetic data.

Test Scenarios
pnpm --filter @plane/utils test: 10 tests pass. With the production-source change reverted, 8 fail and 2 pass.
Tests fetch the generated data URL and verify its contents, covering hashes, commas, doubled quotes, CR/LF/CRLF, Unicode, URI-special characters, object headers, empty cells and unchanged input data.
pnpm --filter @plane/utils... --workspace-concurrency=1 -r run build: passes for types, constants and utils, including declaration output.
pnpm --filter @plane/utils check:types: passes.
pnpm --filter @plane/utils check:format: passes.
pnpm --filter @plane/utils check:lint: passes with 34 warnings and zero errors, within the existing 38-warning limit.
pnpm turbo run check --filter=@plane/utils --concurrency=1: all 5 tasks pass.
Frozen filtered dependency installation passes with the repository-pinned pnpm 11.10.0; git diff --check passes.
Full application/monorepo builds and live-browser Plane testing were not run. These tests validate CSV serialization and data-URL contents; they do not claim spreadsheet-formula sanitization.
References
The utils Vitest setup also overlaps with the unmerged setup in #10106, which addresses timezone formatting rather than CSV serialization. The test setup can be reconciled if that PR lands first.

Bug Fixes
CSV exports now correctly handle commas, quotation marks, and line breaks by escaping affected cells, helping preserve data when opened in spreadsheet applications.
Exported CSV content is encoded more reliably, including special characters and Unicode. The original input rows remain unchanged.
The utils package adds Vitest support and tests for csvDownload. The helper now escapes CSV cells containing quotes, commas, or line breaks, then percent-encodes the CSV text.
The package adds a Vitest test script and development dependency. The configuration selects the test-file glob, Node environment, and @plane/constants alias.
CSV serialization and tests packages/utils/src/file.ts, packages/utils/src/file.test.ts
csvDownload quotes cells with quotes, commas, or line breaks and doubles embedded quotes. It percent-encodes the CSV text. Tests cover CSV output, download-link handling, empty cells, and unchanged input rows.
The escaping fixes preserve CSV contents, but formula-bearing labels can expose exported API credentials through a malicious spreadsheet link. Neutralize formula-leading cells before merging.

Neutralize formula-leading cells in csvDownload before quoting.
Quoting keeps a label such as =HYPERLINK(...) in one cell, and spreadsheets still evaluate it. A token label that references D2 can then send the secret key to an external URL when a user clicks the link. Prefix cells that start with =, +, -, or @, as sanitize_csv_value does on the server.
