not messagesdoes not imply thatnext_speakerhas an empty cache. For example, if the initial task is broadcast toAandB,Bspeaks first with a tool-only response, andAis then selected,Astill has the initial task cached. This branch appends the continuation instruction anyway. SinceA2AAgent.runforwards only normalized_messages[-1],A's first remote request becomes "Continue the conversation." rather than the initial task, with no existingAsession to supply context.I think we should only apply the fallback only when the selected executor’s cache is actually empty, and add a regression test where the tool-only participant speaks first. The same condition appears in the agent-based handler.
