Adds a Sub-branches section to the editor publish page: what a sub-branch is, the default pull request target, the Publish to and Merge into buttons, and branch changes compared against the target, for GitHub, GitLab and Azure Repos.
Based on the merged editor work that supports sub-branches, now announced as shipped. Replaces closed #8286.
