Description of Code / Doc Changes

  • Update rebalance_functionals to actually work
  • Update reportable to exit early if a split is empty
  • Change GHA cron to run functionals once an hour
  • Functional split is chosen to match the hour UTC, giving us up to 24 functional splits
  • Change TC to get the split number the same way
  • Update TC cron
