Bumps the nativescript-vue3 alias to 3.1.2, which exports useItemTemplates(). The Vue 3 components in ui-collectionview#105 and ui-pager#73 are built on it; until their tools submodule pointers move past this commit they carry a resolutions override for the same version.

The Vue 3 component needs useItemTemplates from nativescript-vue 3.1.2.
The alias is declared in the plugin-seed-tools submodule
(nativescript-community/plugin-seed-tools#4); the override can go once
the submodule pointer moves past that bump.
