This PR adds
text/csvas a recognized input type for thesemantic-uplifttransformer and explicitly detects CSV inputs with a clear error.
This establishes a clean integration hook for future CSV->RDF semantic
uplift using OGC NA tools, without changing existing JSON behavior.
