Only recording on default location

Hi, I've unable to configure another recording storage.
The Test target button works fine, but nothing is recorded or moved under any circunstance

A storage target on its own does not receive recordings. It is inventory: new segments keep going to the default target until a camera placement policy (same page, "Placement policies") routes cameras to the new target, either as the policy's primary target or as its archive target with an age trigger. "Test target" only proves the directory is writable. The UI text implied otherwise, and I am fixing that.

Two other things keep a target idle even with a policy: the target must be healthy (a disk already above its high watermark shows as degraded and is skipped, silently until now), and only segments recorded after the policy exists are affected.

To pin down which of these applies to you, please share:

• The target's health block from GET /api/storage-targets (health.status, health.last_error, enabled, is_default).
• Whether any policy exists (GET /api/storage-policies), and if so its primary_target_uuid / migration_target_uuid / migration_after_days.
• Output of: sqlite3 lightnvr.db "SELECT id,stream_name,storage_target_uuid,placement_reason FROM recordings ORDER BY id DESC LIMIT 5;" — placement_reason says exactly which branch placed each recording.

On main: the fallback now logs Storage policy "<name>": primary not eligible (...) with the reason; the targets panel shows "No enabled placement policy routes cameras here" on any target no policy references, explains why a degraded target is skipped, and the write-test toast warns when the target is not eligible; the docs explain the policy requirement.
