Closing stale PR — the lockfile on this branch predates the esbuild 0.25.0 bump and causes npm ci to fail with npm 11. The next scheduled Update protos run will create a fresh branch from main. |

This PR regenerates the platform pb files based on tag: protocol/go/v0.13.0. It also updates the lib/platform-proto-version.json file to reflect the new tag and commit.
