[GR-79552] Handle unavailable locations during frame materialization. - #1143

Allow Python frames to be materialized without bytecode metadata when a safepoint cannot recover the executing node, while safely exposing empty locals and restoring synchronization on later materialization.\n\nAdd regression tests for unavailable frame locations and SafepointALot frame access.
