Cuts 0.2.1 so the musllinux wheels added in #3 actually reach PyPI — the release jobs are tag-gated, and 0.2.0 is already published, so musl users need a new version rather than extra files on the existing one.
Also sets
skip-existingon the publish step, so a re-run or a partially-completed upload no longer fails the job on files PyPI already has.
