The upcoming CloudFormation express mode support relies on the
DeploymentConfigparameter, which only exists in@aws-sdk/client-cloudformationfrom 3.1077.0 onwards; older releases drop the parameter silently, so a deploy configured for express mode would run in standard mode without any indication. This raises every@aws-sdk/*floor to that release, keeping the aligned floors introduced in #381, and lifts the@smithy/coreand@smithy/node-http-handlerfloors to the versions those clients declare as their own minimums. CI already installs without the lockfile, and the unit suite passes against the newest releases.
