Use the root directory configuration parameter 'ROOTDIR' on the first load of the 'manual.xml' document object model (DOM) with the 'LANG_BASE_DIR' parameter during the build.

This is something I would like to simplify/unite/rewrite in the future, to make all XML dirs path related code to derive from a single langsDir typed variable, and yes, to break the sibling relation between doc-base and langsDir. This is a good step in that direction.
