Translation of the "Error handling" refactoring from php/doc-en: new
throw,try-catch,finallyanderror-handlingpages replacingexceptions.xmlanderrors/*(removed, as in the English manual), link updates across the manual, and the__clonepages (php/doc-en#5943, #5939). EN-Revision updated.Also dropped the leftover
