A brief for whoever picks up the publish work: current state, the two open pull requests (#194, #195) and what each needs, the cross-repo work still outstanding, the traps that cost time (OIDC cannot move dist-tags, npm publish leaves workspace: specifiers, registry propagation, turbo's environment filtering), and the operator's standing rules.
