Relates to AGE-5427 and AGE-5384. Follows #1642; pairs with qawolf/platform#34510.

Overview of Changes

skills/qawolf-cli/references/runner.md had fallen out of date in two places. Its runner actions section said sequences take only browser actions "(not tap, swipe or fill)", which stopped being true in 1.39.0 (#1642). Its mobile section said click and drag still tap and swipe on mobile, which stops being true once qawolf/platform#34510 refuses them there.

The runner actions section now says sequences take the same actions as act, names the per-step refusal reasons, and adds a mobile example. The mobile section now says to send tap and swipe, never click or drag, which is correct both before and after #34510 deploys, so this can ship now. Docs only, no code changes.

Testing

bun run generate && bun run format:check && bun run test

generate produces no drift. Tests pass except 3 keychain tests that also fail on main on this machine.

Folded into #1652, which moves the runner guide into the CLI's help and generates references/runner.md from it. Closing.
