oneTBB 2021.12.0 (pinned by USD 26.11) ships LICENSE.txt rather than LICENSE, so the copy into the wheel's licences failed after the build.
auditwheel repair could not locate libtbb.so.12 for 26.11 (oneTBB 2021.12.0) with only pypi/lib on LD_LIBRARY_PATH. Resolve the directory oneTBB installed the library into and search it too.
The previous commit rewrote the workflow from a truncated copy and dropped the wheel test step and the publish job. Restore them unchanged.
