Remove unused SCSI/virtio-SCSI disk drivers, the LIO/TCMU target stack, guest VFIO/IOMMU passthrough support, and XFS, EROFS, virtio-fs and 9p filesystems from the Cloud Hypervisor guest kernel.

Keep PCI/virtio-PCI, virtio-blk, PMEM/DAX (including virtio-pmem and NVDIMM), ext4, overlayfs, FUSE for guest applications, and loop mounts. PMEM/DAX remains required; overlaybd-tcmu is unused. Hotplug configuration is unchanged.

Add a resolved-config check before compilation that rejects the removed features and requires the retained storage/filesystem support. Branch workflow dispatches build all four x86_64/arm64 × base/eBPF artifacts and upload them to GitHub Actions; S3 publication and source tagging run only on main.

Validation: shell syntax, workflow YAML parsing, git diff --check, and positive/negative checks of the config validator passed locally. A branch build will be dispatched for artifact testing before merge. Guest boot and workload tests (virtio-blk, PMEM/DAX, Docker overlayfs, and FUSE) remain required before merging.
