Given that they can set pretty much all the other flags (including e.g. nominating an issue), adding/removing waiting-on-author fits in that workflow and so seems sensible to add.

I ran into this here: #587 (comment)

During an earlier Libs-API call the team asked the PR's author to provide a table that would show how the various integer and NonZero types interact. I relayed the message and Amanieu set waiting-for-author.

The author now provided that info so the next logical step is to nominate the issue (which I was able to do) and remove waiting-for-author (which I couldn't do).

It feels to me that if we're allowing non-libs people to nominate issues and similar, this isn't a step too far.

Got a suggestion that enabling @rustbot ready etc. is better so here we go.
