fix: align workflow verification and release v0.25.3

Summary

Workflow instructions used conflicting verification levels, postponed executable integration/E2E proof, and allowed completed checkboxes to bypass verification. Direct-scope QA also lacked the original execution context.

• Align verification levels and schedule required integration/E2E tests at the earliest executable boundary.
• Verify current outcomes before reporting completion, and pass unchanged scope, governing sources, acceptance criteria, and correction findings to QA.
• Verify and commit frontend adjustments as one confirmed outcome across affected files, removing per-file QA and commit loops.
• Allow missing implementation locations in QA findings and use existing Open Items for unresolved prototype reference strength.
• Bump the package and all four local plugins to 0.25.3 and regenerate distribution files.

Strict handoff copying, fresh subagent contexts, approval boundaries, and required verification remain intact.

Validation

• Plugin sync check and all 13 skill heading references passed.
• Marketplace and all four plugin manifests validated successfully.
• Diff whitespace checks and targeted instruction-preservation checks passed.
• Model execution accuracy has not been benchmarked; validation covers static instruction and distribution consistency.
