The 4 production relays now advertise their signing keys (X-Anchor-Pubkey). Pin them as the default semi-trusted pool (Rust SEED_SEMI_TRUSTED + JS DEFAULT_SEMI_TRUSTED, wired as the constructor default). With the default Majority quorum this is a 3-of-4 pool, so refresh_semi_trusted keeps working while any one relay is down or lagging.
