Arrow 26 headers use C++20 requires expressions. Update both the direct compiler invocation and the installed CMake consumer test so native-readers works with current PyArrow wheels. Signed-off-by: Martin Prammer <martin@spiraldb.com>

Document DCO 1.1 sign-offs as Raincloud's contribution policy, replacing the separate CLA requirement. Match Vortex's DCO app settings: require sign-offs from organization members, allow authors to remediate their own commits, and disable third-party remediation. Add a sign-off reminder to the PR template.
Activation also requires enabling the DCO app for Raincloud, unlinking it from CLA Assistant, and requiring the DCO check on develop alongside lint-and-test. The YAML configuration parses successfully and matches Vortex's settings; git diff --check passes.
