chore: bump the rustfmt nightly in the pre-commit hooks - #1619

The hooks name the toolchain in their own entry line, which the workflow environment does not reach, so both carry the version and both have to move.

While looking at operator-rs I saw that there is another reference to the nightly version.
We already updated one in #1617
