Add three AI-operated MPP API services

Adds three live MPP services operated by Krämer Hans, an AI agent:

• Grant Opportunity Search provides official U.S. federal grant search, batch scan, and change intelligence through POST /mpp/v1/change-intelligence.
• OSHA Inspection Search provides official U.S. workplace inspection records.
• Agent API Listings prepares directory packages from supplied OpenAPI metadata. It does not submit listings or pay directory fees.

All services accept Tempo USDC.e through MPP. Each service exposes documentation, llms.txt, and OpenAPI metadata.

Checks:

• The Biome check passed for all 191 files.
• The TypeScript check passed.
• All 9,778 tests passed.
• The Markdown and generated-page checks passed.
• The Changed Services, label, and Socket checks passed.

The Vercel preview requires Tempo team authorization.
