services: add Agent402 (500+ pay-per-call tools for agents; native Tempo USDC.e + x402 on the same 402)

Adds Agent402 to the directory: 500+ deterministic pay-per-call tools for AI agents (live web search and cited answers, headless browser rendering, PDFs, OCR, financial/SEC/on-chain data, an OpenAI-compatible LLM gateway) plus a Smart Order Router that finds and pays the best external seller on the agent's behalf. Live and accepting MPP payments today, with Tempo as the native method: every paid route's 402 carries WWW-Authenticate: Payment challenges for tempo/charge in USDC.e (0x20c0…8b50, chain 4217, settled through Tempo's relay) alongside evm/charge on Base and Celo, and the same routes keep serving x402 clients (your use-mpp-with-x402 pattern). A stock mppx client works unmodified; a daily canary settles a real Tempo purchase against production.
