Closes the in-repo slice of channel skew (Gitea #3184 / parent #3183 ops). - docs/src/release-channels.md: canonical channel precedence, blessed 1.21.1, cargo API shape (array, no .latest), CONDITIONAL lag policy, temp-root path install smoke from terraphim-clients - SUMMARY.md + README Installation Methods link - design gate artifact under docs/plans/ Docs only — no Cargo.lock / dependency changes.
