Rationale;
Account level censorship based on block/mute feature is easily gamified. Any censorship on this platform should be meticulously defined in the rules and performed at a content level.

As I spoke here, correct, any ability for blocks/etc. to affect the algorithm's distribution of content to other people is a messed up way that has allowed for bad actors to collude to oppress & suppress competing views. It shouldn't be coded at all.
